Would you re-apply for a position that you applied to almost a year ago, but didnt get. I got to the 2nd round interviews, but they went with the other candidate. I have since completed my degree as well as added a volunteer position that is relevant to certain aspects of the job.

Also, would you add in your cover letter that you had the pleasure of interviewing with them before, etc

Of course. Say the history you had with them. That you have completed requirements or more education than required. You are on the right track.

Unless the position description says "previous applicants need not apply", then yes, I would re-apply and I would also address the cover letter to the HR manager or the person you interviewed with, if you have their name.

Alternatively, you may want to call and ask to speak to the person you previously interviewed with and let them know you're still interested in working for the company.
