I've known people that had birds and never got in trouble. I don't know how strict they are on that rule. 

Do they even enforce anything on this base? I have seen tons of banned breeds just walking around. I doubt anyone would notice a bird.

Yeah they dont seem to enforce it.. I know someone who has snakes, lizard type of thing (forgot what kind), two dogs, and a ferret.

But.. I have a dog and a Russian tortoise I had for about.. 8 years now. 

Yea If you dont disclose what type and how many pets you have then they don't care. Just don't say anything. And make sure your bird doesn't squawk all day long or at night. You are good to go!
